• From 1 December 2026, massage establishments no longer have a licensing exemption. Open-concept operators must meet fit-and-proper rules under a new Category 3 licence, and must submit land-planning approval from HDB or the URA.从2026年12月1日起，按摩场所不再有执照豁免。开放式经营者必须符合新的第三类执照下的适当人选要求，并提交建屋局或市区重建局的土地规划批准。
• Category 1 covers establishments in HDB shophouses, shopping centres and hotels. Category 2 covers those sited away from homes, schools and places of worship.第一类执照涵盖建屋局店屋、购物中心和酒店里的场所。第二类涵盖远离住家、学校和宗教场所的地点。
• Operators already running an open-concept shop have until 30 November 2027 to take up the new licence or stop. A licence obtained before 1 June 2027 comes with a 50% fee concession.已经在经营开放式店铺的人，可以等到2027年11月30日，要么领取新执照，要么停业。2027年6月1日之前拿到执照的，执照费有50%的折扣。
• Every massage establishment must display a police poster with the licence details. Failing to display it is an offence. Prior approval of uniforms is no longer required. Operators follow the police uniform standard instead.每一家按摩场所都必须张贴警方发出的执照资料海报。不张贴即属违法。制服不再需要事先批准，经营者改为遵守警方定下的制服标准。
• A licence can run for three years or five years, depending on the operator’s compliance record.执照期限可以是三年或五年，视经营者的合规记录而定。
• National Development Minister Chee Hong Tat said HDB will keep acting against errant operators and will not let undesirable activities spread through housing estates.国家发展部长徐芳达说，建屋局会继续对付违规经营者，也不会让不良活动在组屋区蔓延。
